About the journal

Brief Background

Encontros Bibli Journal (EB) was created in the scope of the Department of Information Science of the Federal University of Santa Catarina (UFSC), with its first issue published in May 1996. Since its creation by Professor Francisco Chagas de Souza, several professors have integrated the Editorial Council, which is composed of professors both from the Department of Information Science of UFSC (CIN) and other universities that took responsibility for the project.

According to Souza (2008, p. 145), the creator and director of the project, "[...] Initially, the idea was to address issues related to library education”. Nonetheless, the development of the scientific journal, as the main formal communication means in the research scope, was fostered as the areas of Library Science, Archival Science, and Information Science (CI) gained more space in Brazil.

The electronic publication of manuscripts since the first issue allows us to evaluate the changes of focus topics throughout the Encontros Bibli Journal history. In the decade 1990, as intended the initial EB proposal, publications on the professional training of Library Science and IS were the most frequent, including curriculum, the teaching of topics linked to disciplines, as well as creation and recognition of courses both in the country and abroad. Starting in 2000, the scientific perspectives of the publications have enlarged and consolidated, with significantly more articles per issue and studies of several topics, encompassing Information Science, Library Science, Archival Science, Museology, and related areas.

Since 2003, the journal has been managed by the Graduate Program in Information Science (PGCIN/UFSC) at the same university, promoting and disseminating knowledge and strategically and operationally stimulating and supporting the development of the Encontros Bibli Journal.

With a semi-annual publication frequency since its release, in 2007 EB transitioned from a local webpage to an Open Journal System, favoring its institutionalization process in the UFSC in 2008, through the release of the UFSC Portal of Journals. Starting in 2012, the publication frequency becomes quarterly.

With increasing visibility both in the country and abroad, the several editorial teams that constitute the journal have overseen practices for improving the quality of the journal and access to scientific information. For this reason, and especially upon its institutionalization, the EB team has offered editorial support to several journals in the UFSC by sharing the management of the UFSC Journal Portal.

In 2019, EB starts projects of publication modernization by adopting the research workflow of continuous publication of articles, focusing on publishing decisions and research data, always seeking to align with good national and international practices for actions and movements of Open Science.

Since November 2019, our articles have been indexed in the Emerging Sources Citation Index (ESCI) of the Web of Science, property of Clarivate Analytics, the former Thomson Reuters, a database of world scientific relevance. In the same year, EB became part of the Redalyc, a bibliographic database and of digital library of open-access journals, supported by the Autonomous University do Mexico State.

In 2021, Encontros Bibli Journal is indexed by the SciVerse Scopus, a database of abstracts and citations of articles for academic journals, covering around 19.5 thousand titles from over 5,000 international publishing houses, with 16,500 peer-reviewed journals of the scientific, technical, medical, and social sciences fields.

Open Science Compliance

1. Scientific Nature

Since its creation, Encontros Bibli Journal has been strongly dedicated to research dissemination and publicity in the areas of Information Science – Library Science, Archival Science, Museology, Information Management, Communication – and other related areas, by adopting practices that allow maximizing and streamlining the editorial process of the articles that are published on our platform.

Our journal has become a space of inclusion and diversity that works for the acceptance of affirmative actions and fosters wide debates by offering informative materials, promoting events on gender equality, and supporting any action that stimulates collaboration.

Encontros Bibli provides public access to its entire content based on the principle that allowing free access to research generates a greater global knowledge exchange. Focusing on streamlining the processes of research publicity and dissemination on our focus areas, the journal uses the publication system of continuous workflow.

Our view focuses on fostering the practices of the Science Open movement for better research transparency and reproducibility by sharing research data openly, thus favoring collaboration in the scientific community. The editorial team of Encontros Bibli Journal:

  • Allows both the authors and evaluators to decide whether to directly interact throughout the manuscript evaluation process.
  • Publishes anonymously the decisions issued by the referees throughout the evaluation process.
  • Supports the use of preprint servers and accepts manuscripts previously stored on reliable servers, such as SciELO Preprints.
  • Accepts data articles for publication, a type of manuscript that describes a certain dataset or group of datasets, peer-reviewed and published as an article in an academic journal.
  • Guides that data resulting from research collections, as well as codes, be shared and published in a reliable repository. We strongly recommend that data be deposited in SciELO Data after approval of the manuscripts, and that the Research Data Deposit Guide be consulted for this purpose.

Encontros Bibli Journal seeks to create a space for authors, readers, evaluators, and the whole community interested in deepening knowledge in the areas of Information and Communication to collaborate and contribute to science development. A space for research data, laboratory notes, and other research processes to be available openly, supported by policies that allow the reuse, redistribution, and reproduction of research data and methods employed.

2. Relevance and Operational Sustainability

The educational and formative role of Encontros Bibli Journal involves using its spaces to promote cultural actions and debates on the research in the areas of Information Science – Library Science, Documenting, Archival Science, Museology, Information Management, and related areas –, favoring the economic, social, and cultural development of the state of Santa Catarina and Brazil as a whole. We especially direct our efforts to inform the population, clearly and transparently, about how these areas can benefit the economic, political, cultural, and social development, in the personal, regional, and national scopes.

Elements of economic, social, and cultural development are extremely relevant to understanding the main discussions of the contemporary world. The Encontros Bibli editorial, publications, and actions on social networks seek to address the relevance of debating culture as an economic development tool that fosters social transformation. Likewise, we understand economic development as a key to improving the population's quality of life and fostering culture and social balance in our society.

We promote lectures and debates in the main events in the country and abroad concerning information treatment and its impacts on the life of society. We have been working on a project aimed at making the population increasingly familiar with the results and research published in their environments.

All resources and efforts of Encontros Bibli Journal seek to drive the economy, culture, and innovative thought of our readers and users aiming to foster independence and autonomy. Nonetheless, we also seek cultural investments linked to social and educational purposes with clearly delimited assignments and roles of sociocultural policies in both public and private scopes.

The journal is administratively subscribed to the Graduate Program in Information Science of the Federal University of Santa Catarina (PGCIN-UFSC) and the UFSC Portal of Journals. Both institutions guarantee the operational and financial sustainability of the journal.

On the one hand, the PGCIN guarantees a sustainable professional editorial team that is skillful and knowledgeable to assume alternately and responsibly the direction of the journal, in addition to affording the cost of XML markup services (Extensible Markup Language).

On the other hand, the UFSC Portal of Journals, responsible for providing access, visibility, safety, and support to the editors of its scientific journals, guarantees the resources for the payment of services, such as the availability of DOI (Digital Object Identification) for the articles and proof of plagiarism service using the Ithenticate tool for detecting similarity of characters.

3. Editorial Qualification

The members of the Encontros Bibli Journal editorial team are known for their contribution and expertise in the academic community. Our journal dedicates to preserving a satisfactory representativeness of the foreign community in the editorial team while taking actions aimed at a balanced formation of a more inclusive and diverse research team, especially concerning gender equality.

Consult our Editorial Team here

4. Free Access

Encontros Bibli provides public access to its entire content based on the principle that free access to research generates a greater global knowledge interchange. This type of access is associated with increasing the author’s research reading and quoting. For more information on such an approach, visit the Public Knowledge Project, responsible for developing this system aimed at improving academic research and public quality by distributing the OJS and other support software for the public access publication system to academic sources.

5. Filing

Encontros Bibli concerns access to content within the established deadline. Upon the cancellation of any of the servers, our digital files are preserved on the Cariniana Network through the LOCKSS program, which creates a file system distributed among the participating libraries, allowing them to create permanent files for conservation and restoration.

Ethics in Publication

Ethics and good publication practices

  • Editors

Our editorial practice and the relationship between editors and authors and evaluators follow the Guidelines for editors defined by the Committee on Publication Ethics (COPE).

All editorial decisions are grounded on originality, contribution, pertinence, thematic relevance, general structure, and compliance with editorial policies to meet the scope of the journal.

  • Evaluators

Our evaluation is based on the research merit and is not influenced, either positively or negatively, by any personal, financial, or biased reasons.

The editorial process of Encontros Bibli provides a double-blind anonymously evaluation (double-blind peer review). All submissions and details of the reviews are kept under confidentiality. Encontros Bibli publishes the decision issued by the evaluator anonymously along with the article.

The evaluator must ensure and inform the editors of any potential conflict of interest before accepting the evaluation or throughout the process.

Upon detecting any irregularities in the evaluated article, the evaluator must inform the editor. Examples of potential irregularities are the identification of plagiarism, manipulation and/or falsification of results, and redundant publication.

Decisions that have not been sufficiently justified will not be accepted.

  • Authors

The authorship of a scientific article must be indicated following the Guidelines for authors by the COPE (English).

The author(es) must declare the existence of a conflict of interests by filling in the proper field available on the Work Notes template that will be sent as a supplementary document, in addition to the corresponding field in the system when submitting the manuscript.

Retraction and expression of concern

The editor must act upon identifying any suspicion or allegation of misconduct. The investigation will cover both submissions and published articles.

Encontros Bibli uses the COPE flowcharts instrument to ascertain facts and determine actions required for the resolution of cases, in addition to the Guidelines for registering and publication of retraction by SciELO.

Articles presented in scientific events

Encontros Bibli does not accept articles that had been fully presented at scientific events. Only those papers not presented in full, such as "short papers" or abstracts, will be accepted whenever the research has been reworked, expanded, and significantly changed since this new text is then considered unpublished, thus being suitable for acceptance for evaluation.

The authors must specify the event (name and link to the site) where the paper was presented during the article submission process in the field “Comments to the editor” in the system.

Conflicts of Interest

Conflicts of interest can be personal, commercial, policy, academic, or financial and emerge when authors, reviewers, or editors have interests that might influence the elaboration or evaluation of manuscripts. Upon submitting the manuscript, the authors are responsible for acknowledging and disclosing any financial conflicts or any other nature that might have influenced the research. Upon any conflict of interest, although potential, the author(s) must inform through a specific document signed and annexed to the submission platform.

The process of evaluating a manuscript involves both authors and reviewers and the editorship of Encontros Bibli Journal has a strict policy to avoid any personal relationships, of either friendship or hostility, as well as to compromise both people and institutions.

This procedure aims at the reliability of the analysis process of the submitted material, thus enhancing the credibility of the published articles. Thereby, we instruct the authors and reviewers to contact the Editorial Council of the Journal in cases of a) personal or institutional bonds and conflicts (of a family or partisan nature) between reviewers and authors and b) any financial support for the research development that might jeopardize the reliability of the produced material.

Peer review

The editorial process of Encontros Bibli adopts the double-blind anonymously evaluation (double-blind peer review).

All originals are pre-evaluated by the editors considering their originality, contribution, pertinence, thematic validity, general structure, and compliance with editorial policies. If these criteria are not met, the authors will be informed within 15 days of the rejection and termination of the article.

Upon a positive evaluation, the approved manuscript will be referred to two external referees who will be responsible for the analysis, approval (with or without changes), or rejection of the manuscript within 30 days. If needed, the editors might request the participation of other evaluators. The editor responsible for the manuscript evaluation process will inform the author of the “Acceptance without changes,” “Acceptance with small adjustments,” “Required corrections” (and another referees’ analysis round), or “Rejection” and termination.

In the cases of “Acceptance with small adjustments” and “Required corrections” (and another round of referees’ analysis), the author will have 30 days to send the reviewed manuscript to Encontros Bibli, along with a document commenting on the changes. The editor responsible for the manuscript evaluation process will send the evaluators an updated version of the manuscript and the document containing the comments and/or justifications to check whether the reviewed text met the referees’ requirements, and then establish if it can be accepted, or rejected, or still requires changes.

If the final decision is to reject the manuscript, the author will be informed of the reason for the rejection and the manuscript will be terminated.

If the text requires only grammar, spelling, and normative changes for publication homogeneity, the editors are entitled to perform such changes, respecting the author’s style. In other cases, the author will redraw the text according to the requests of the journal.

The editors are entitled to reject works whose content is significantly like other works in any part of the process (plagiarism), identified by the Ithenticate software of plagiarism detection.

The average response time between the acceptance of the original and the publication confirmation is approximately 150 days.

Editor-in-Chief/Editor Manager

Duties and Tasks

The editor-in-chief (or editor manager) is responsible for configuring and organizing the issues and publications, choosing the editorial team – emphasizing the exogeny of editors and reviewers –, editorial policies, content quality, and indexing on databases and directories of scientific journals. In addition to editing emails, forms, ethical and editorial guidelines, as well as all other information and decisions concerning the journal and the articles.

Either the editor-in-chief or the assistant editor can register editors, evaluators, authors, and other users in the journal system.

The assistant editor makes the editorial decisions along with the editor-in-chief to ensure the quality of the journal. In the absence of the editor-in-chief, the assistant editor is then responsible for such assignments. The assistant editor must have full knowledge of all editing steps, providing the editor-in-chief and the editorial committee with the information required for decision-making.

The editor-in-chief conducts the first reading of the article concerning the journal's scope and scientific rigor, followed by the assistant editor. Subsequently, the article is referred to the editor of the section for a second evaluation and selection of reviewers.

Approved manuscripts return to the editor-in-chief and assistant editor for text editing, trial composition, final publication, DOI attribution, and indexing.

Section editors

Duties and tasks

The section editor is responsible for the preliminary evaluation of articles in their specific assigned areas, defining whether they will be referred to or not to the double-blind review process. The evaluation must be based on scientific criteria, emphasizing an endogeny level close to zero. Next, the section editor indicates and/or suggests the referees and monitors the articles throughout the editorial process until their approval or rejection.

The editors must observe the schedule established for the scientific referral, authors’ review, and final decision, guaranteeing that the deadlines are met. If necessary, the deadlines should be extended upon agreement by the editor-in-chief.

The processes of preliminary manuscript reading, and selection of reviewers must not exceed seven days since the journal is committed to guaranteeing expedited processing to the authors.

All manuscripts are tracked throughout the editorial process by the section editor, who impartially makes the editorial recommendations to the editor-in-chief based on the reviewers’ decisions. The editor-in-chief is responsible for the final editorial decision.

The section editor must guarantee that the process is part of a double-blind review system, which means verifying whether the authors and evaluators send their decisions or manuscripts without property identification. In this case, the editor must remove the properties from the file.

Section editor's choice of reviewer

The section editor must invite at least 4 (four) reviewers per submission, and at least 2 (two) of them must accept to participate in the manuscript evaluation. The evaluator’s (reviewer) choice must be based on the reviewer’s expertise on the manuscript content, preferably not belonging to the same institution as the authors and without having published with the group of authors in the last five years.

The decisions will return with one of the following recommendations:

  • Required corrections: The document is returned to the author for consideration of notes and observations.
  • New submission for evaluation: The document is returned to the author for consideration of notes, evaluation, and submission of an updated version of the material for another evaluation round (double-blind review).
  • Submission to another journal: The author is informed that the manuscript does not meet the conditions to be published in the journal.
  • Acceptance: The author is informed that the manuscript was accepted and will be referred directly to text editing, layout, and final production, without being subjected to the evaluation workflow.
  • Rejection: The author is informed that the manuscript was rejected, and the submission will be terminated.

The editor-in-chief or assistant editor must be called for a joint decision if the article is either accepted or rejected.

Subsequently, the accepted manuscript returns to the editor-in-chief or assistant editor for text editing, trial composition, and final publication.

Editorial Board

Duties and tasks

The members of the Editorial Council have an advisory role and might be called for decisions on manuscripts submitted for publication, as well as to act as a consultant in cases of doubts about ethical issues or diverging decisions by evaluators, controversial cases, issues of conflicts of interest, or other matters related to ethical and editorial policies.

All recommendations by the Editorial Council must be grounded on the ethical guidelines defined by the Committee on Publication Ethics (COPE), the editorial and ethical policies of the PAG, the good practices of scientific publication, and the recommendations of the indexers of both the Journal and the Brazilian Association of Scientific Editors (ABEC).

In cases where a member of the Council is aware of the author’s identity, their recommendations must be made impartially.

Editorial Support

Duties and tasks

The editorial support team supports the tasks of configuration and layout, submission, verification of checklists, text editing, and proofreading, among other editorial tasks.

Editorial Workflow

Submission: Other submissions are assigned to the section editors and considered for the step of review.
Some manuscripts are considered inadequate and will not move to another step.

Review: The manuscripts are considered ready to be referred by the section editor for peer review.
Some submissions are not approved during review and will complete only the first step, whereas others require changes, are requested by the reviewers, and are referred to the authors for adjustments and then a second evaluation round, moving to the next step upon acceptance.

Text editing: The accepted articles are now improved by a text reviewer and the authors can review the text.

Publication: Once the copies are finished and approved, the submission moves to the publication phase. During the production, the copied files are trial-converted – HTML, XML, PDF, etc., and the author can review the trials once more. Upon the approval of all authors, the submission is scheduled for publication.

EVALUATION PROCESS

Authors and referees can choose whether to be identified by names at the start of the peer evaluation process. Authors and evaluators can authorize the publicity of their names on the submission of the article and in the Evaluation Form, respectively.

Submission acceptance

The manuscripts are pre-evaluated by the editors considering their originality, contribution, pertinence, thematic validity, general structure, and compliance with editorial policies. In case such criteria are not met, the authors will be informed within 15 days of the rejection and termination of the article.

Upon a positive evaluation, the approved manuscript will be referred to two external referees who will be responsible for the analysis, approval (with or without changes), or rejection of the text within 30 days. If needed, the editors might request the participation of other evaluators.

The editor responsible for the manuscript evaluation process will inform the author on the “Acceptance without changes,” “Acceptance with small adjustments,” “Required corrections” (and another referees’ analysis round), or “Rejection.” The evaluation decisions are sent in any of these cases.

In the cases of “Acceptance with small adjustments” or “Required corrections,” the author must send the reviewed manuscript to Encontros Bibli within 30 (thirty) days, along with a document describing the changes and evaluators’ recommendations (accepted or not, plus justification). The editor responsible for the manuscript evaluation process will send the reviewed text to the referees, who will check whether the updated version of the text met the requirements and inform whether the text is to be accepted, rejected, or still require some changes.

If the manuscript is “rejected” after the final evaluation, the author will be informed, and the submission will be terminated.

If the text requires only grammar, spelling, and normative changes for publication homogeneity, the editors are entitled to perform such changes, respecting the author’s style. In other cases, the author will redraw the text according to the requests of the journal.

All changes suggested by the text editors are referred to the authors for approval, who will have five days to either accept the suggestions and/or propose other changes. It is only upon the author’s approval of the final text version that the manuscript is sent to the editing process.

The editors are entitled to reject works whose content is significantly like other works in any part of the process (plagiarism).

The accepted manuscripts will be returned to the authors for the approval of changes throughout the editing process and journal style standardization. The author’s response must be delivered within five days. The decisions issued by the evaluators will be published with the manuscript. The evaluators receive a declaration on the manuscript decision and can validate the activity on the Publons or Reviewer Credit.

QUOTATIONS AND REFERENCES

  • Quotations

All quotations must follow the regulations of the Brazilian Association of Technical Regulations – ABNT, according to the author/date system in the NBR 10520/2002.

Short direct quotations (literal) occupy up to 3 (three) lines and must be in quotes along the text body and must not be highlighted in italics (or any other highlight), followed by the authorship in brackets (author’s LAST NAME, year, page (with space between the period and page number).

Example: “A scientific article is part of a publication with declared authorship presenting and discussing ideas, methods, techniques, processes, and results in several knowledge areas.” (ABNT, 2003, p. 2).

Along the text body, the author must be identified as follows: According to Barros and Lehfeld (2000, p. 107), “quotations or transcriptions of bibliographic documents should strengthen and support the researcher’s thesis or document their interpretation”.

Long direct quotations (literal) occupy more than 3 (three) lines and must be on a highlighted paragraph, with 4cm of left indentation, justified alignment, single line spacing, with before and after spacing, Arial font 11, without quotation marks, no italic (or any outro highlight), followed by the authorship in brackets: (author’s LAST NAME, year, page with space between the period and the number), with the period after the brackets.

Example:

Language, thereby, is no longer a place where individuals meet; it also imposes such an encounter well-defined form. It is no longer only a condition of social life but a form of social life. It loses its innocence. Language, therefore, will be no longer defined, à la Saussure’s mode, as a code, that is, as a communication instrument. It will be though regarded as a game, or better, as the establishing of rules of a game, and a game that is confused with daily existence (DUCROT, 1977, p. 12).

In turn, an indirect quotation is a paraphrase elaborated based on an author’s idea or opinion in a consulted work. In this case, only the author’s last name is indicated, along with the year of work publication written using the same font as in the text body (Arial font, 12). The page number does not need to be indicated.

Examples:

(a) The text body must include only the first letter of the author’s last name in upper-case, with the year indicated in brackets, and without the page number.

- In Souza and Faria’s opinion (2000) [...].

- Likewise, Lopes (2008) [...].

(b) At the end of the quote: author’s last name in uppercase letters.

... (SOUZA; FARIA, 2000).

... (LOPES, 2008).

  • References

All references must follow the regulations of the Brazilian Association of Technical Regulations – ABNT, as established in the NBR 6023/2018, and organized in alphabetical order. References with more than one author must mention all authors who participated in the manuscript; the use of (et al.) will not be accepted. We strongly recommend that over 60% of the references have been published in the past five years. The DOI to the publications should be indicated whenever it is available.

The manuscript will be published only upon properly describing all data and materials according to our guidelines for authors.

All data are supported by the FAIR (Findable, Accessible, Interoperable, and Reusable) principles.

Encontros Bibli Journal instructs that all research data and codes are shared and published on a reliable repository. Therefore, we strongly recommended that all data be stored on SciELO Data upon the approval of the manuscripts based on the Guidelines for research data storage.

In case the data are hosted in a public repository, it must be indicated on the article by the repository name, data identification number, direct URL to the data, and DOI.

All forms of plagiarism are unethical publication behavior, which is unacceptable. Plagiarism detected in manuscripts throughout the evaluation process will imply submission termination. In the case of plagiarism detection in a manuscript published in the journal, the editor-in-chief will conduct a preliminary investigation and, if needed, recant.
